Mediante este proyecto se busca formular un modelo sistémico de transición económica en zonas de explotación petrolera departamento del Meta – Colombia que permita disminuir la dependencia económica de los hidrocarburos mediante proyectos productivos verdes de forma articulada con el “Crecimiento Verde” y que contemple dimensiones relacionadas como el desarrollo local y sostenible, medio ambiente, cooperación internacional y productividad. Para el desarrollo del modelo se proponen cuatro fases: 1. Caracterización de la Población y de las Políticas locales, nacionales y sus avances frente a crecimiento verde y transición energética, 2. Establecimiento de proyectos potenciales productivos verdes, 3. Determinar la viabilidad a priori y alcance de estos y 4. Diseño inicial del modelo e indicadores que permitan hacer seguimiento a los avances y medir su impacto mediante el uso de estadística y econometría. A nivel metodológico es una investigación mixta, donde lo cualitativo se enfoca en investigación participativa o participante de acuerdo con el acceso que se logré con la comunidad, con técnicas como entrevista en profundidad y grupo focal, basada en un diseño narrativo. Por otra parte, a nivel cuantitativo se establecerá la viabilidad de diferentes proyectos productivos verdes y la construcción de indicadores y modelo econométrico en la búsqueda de garantizar la eficiencia del modelo sistémico. Para el logro del objetivo propuesto, se cuenta con la participación de varias instancias: Universidad, actores sociales y empresa entre otros

This project seeks to formulate a systemic model of economic transition in oil exploitation zones in the department of Meta - Colombia that allows to reduce the economic dependence on hydrocarbons through green productive projects articulated with "Green Growth" and that contemplates related dimensions such as local and sustainable development, environment, international cooperation and productivity. Characterization of the population and local and national policies and their progress in terms of green growth and energy transition, 2. Establishment of potential green productive projects, 3. Determination of a priori feasibility and scope of these projects, and 4. At the methodological level, it is a mixed research, where qualitative research focuses on participatory or participant research according to the access achieved with the community, with techniques such as in-depth interviews and focus groups, based on a narrative design. On the other hand, at a quantitative level, the feasibility of different green productive projects will be established and the construction of indicators and econometric model in the search to guarantee the efficiency of the systemic model. In order to achieve the proposed objective, several institutions will participate in the project.
